Piracy of s.s."Anking".

Lo Yan who is the Officer-in-Charge of Tai Pang

Police called to see me yesterday and said that there

were only two places in the Bias Bay area where the

"Anking" pirates could take refuge. They are (a) Pak Kau, (±‡R) (北扣)

a village on the south side of Tuni

Ang Island, and the whole of Samun Island, and (b) the village of Pik Kap, () at the south-east corner

of Bias Bay, near Bias Point.

He wishes to run an expedition to attack the

former place, if he obtains the necessary assistance and

authority from the Canton Government.

These islands are very much exposed to the

weather and any operations will require the assistance

of sea going craft.

4. Lo Yan wishes to get the use of a Cantonese

gun-boat to tow his men in junks from Tai Pang to Samun

and he would then like to have a couple of British

destroyers detailed to stand by to intercept sampans and

junks attempting to leave the neighbourhood.

5. I recommend that the information above may be

forwarded to the Canton Government, and that they may be

reugested to despatch a gun-boat to co-operate with the

local officials in raiding and suppressing the pirate

haunt at Samun. I have discussed the matter, informally,

with the Secretary to the Commodore, and I understand that

the Commodore will probably be willing to assist, only he

would, of course, prefer that the request for co-operation

should come from the Canton Authorities. We should

therefore offer to co-operate and emphasize the fact that

our ships could assist merely by standing by, and

intercepting
